Odys Aviation, Oman CAA Launch Advanced Air Mobility Proof Of Concept

Odys Aviation has signed an agreement with the Oman Civil Aviation Authority (CAA) and the Ministry of Transport, Communications, and Information Technology (MTCIT) to establish the Oman Proof of Concept Program, a fully integrated Advanced Air Mobility (AAM) demonstration.

The program will showcase Odys’ full-scale Laila aircraft, designed for vertical take-off and landing (VTOL) operations with hybrid-electric propulsion, extended range, high payload capacity, and advanced autonomous capabilities. Operational launch is scheduled for the first quarter of 2026.

Building AAM Infrastructure In Oman

The initiative will bring together Odys Aviation, Oman’s regulators, tier-one AAM companies, and selected partners and end users to validate the deployment of long-range, hybrid-electric VTOL aircraft in live operational environments.

By leveraging Oman’s regulatory framework under the JARUS/SORA model, the program will provide one of the world’s most comprehensive blueprints for AAM infrastructure, policy, and operational rollout.

Additionally, in collaboration with the CAA, it will allow trials of Specific Category operating regulations, including the ICAO-derived Specific Operational Risk Assessment prototype regulation, across multiple assurance and integrity levels.

These trials aim to support the safe advancement of Civil Aviation Regulations in Oman.

Alignment With Oman Vision 2040

Commenting on the agreement, His Excellency Eng. Naif bin Ali Al-Abri, President of the Oman Civil Aviation Authority, said the partnership “represents a pivotal strategic step in the trajectory of Oman’s civil aviation sector. It comes within the framework of the national agenda to promote innovation and embrace the latest advanced aviation technologies, in alignment with the goals of Oman Vision 2040.”

He emphasized that the program underscores the authority’s commitment to safety, quality, and flexible regulation while preparing Oman’s infrastructure and economy for future air mobility.

“Through this pioneering program, the Sultanate is not only preparing its infrastructure and economy for the future of air mobility, but is also contributing to setting international standards and shaping the future of advanced aviation at both regional and global levels.”

The program also marks a significant step in Odys Aviation’s global expansion, with Oman serving as the proving ground for a model that can be replicated in other early-adopter markets.

Industry & Government Collaboration

Applications Across Key Sectors

Unlike technology trials in other markets, the Oman program will validate end-to-end AAM operations with customers across multiple sectors. High-value use cases include oil and gas pipeline inspections, civil defense operations such as emergency response and search and rescue, emergency medical logistics, national defense, and infrastructure support, including long-range inspections, cargo movements, and just-in-time supply chain operations.

The program will set measurable milestones, such as successful VTOL takeoffs and landings, completed flights over varying ranges, payload deliveries to remote and offshore locations, integration with helicopter operations, and the development of vertiport and charging infrastructure.

Following completion of the initial program, Odys expects to announce further expansions with additional partners, longer-range missions, and increased payload capacity.
